You can power down almost any GDI or NOD structure. There are some structures that can not be powered down, and some structures that use no power at all. (These can also not be powered down).

BASE POWER PLANT CONSIDERATIONS

Green Power builds the fastest, Yellow power is slower, and Red Power is the slowest building speed.
Example: Building a Refinery Red Power = 55 seconds, Yellow Power =40, Green power = 26 seconds.
It is about 50% slower to build on red base power than green base power.
A Nod tech center uses half the power of a GDI tech center. ( Nod =100, GDI = 200)
Most buildings can be powered down, but here is a list of buildings that can not be powered down.
Refinery, MCV, Power Plant, Tech Center, Wall, Pavement, Gate
A normal Nod Power Plant costs $300 and gives you 100 power.
An Nod Advanced Power Plant costs $500 and gives you 200 power.
A GDI Power Plant costs $300 and gives you 100 power.
Each GDI Power Turbine costs $100 and gives you 50 power. (200 power for full turbines power plant)
It can be better to split Power Turbines between two power plants. Two GDI power plants with 1 upgrade each, is better than one fully upgraded power plant. The enemy usually targets a power plant with 2 turbine upgrades first. Now his Orca Bomber can't kill your double upgraded power plant, he can only hit one of the 2 power plants you half upgraded with turbines separately.
Make sure to power up any buildings that you have powered down before you sell buildings that give you technology options. (Example: Power up your Helipad before you sell your Technology Center so that you can keep your Orca Bomber building option.)
Hide Advanced Power Plants in the back of your base to protect them from Orca Bombers.
Some Players only like to build Normal Nod Power Plants because they lose less power than an Advanced Power Plant when destroyed by one Orca Bomber in early game.
If you power down production buildings while units are being made, the units will pause their build, if that is the only type of that building you have. Example power down your only Barracks and your Infantry will be on pause.
Early Infantry and Early Orca Bombers are known to go for Power Plants, consider making a few extra Power Plants.
